h. Based on the policies and goals provided to the unit commander, he evaluates individual and unit
readiness, and develops his training ammunition requirements. These requirements are consolidated at
each succeeding command level, e.g. Battalion, Division, and MACOM. Each MACOM submits its
training ammunition requirements to the Training Ammunition Authorization Committee (TAAC).
TAAC is a standing committee organized under AR 15-20. It is composed of general officer
representatives from each of the MACOMS, and the DA staff. TAAC validates the ammunition
requirements from the MACOM's and makes recommendations to the DA Deputy Chief of Staff for
Operations and Plans (DCSOPS) for incorporating these requirements into ammunition procurement
programs. The recommendations and the decisions of DCSOPS will directly affect the Five-year
Defense Program, and the Planning Programming, and Budgeting System (PPBS).
4. All of the above actions are required to ensure that Training Ammunition is available to the
individual soldier. However, the most important action is the development of the Training Ammunition
requirement at unit level. Unit commands must develop Training Ammunition requirements for each
unit training event scheduled during the fiscal year. These training events must meet the needs, achieve
the goals, and meet the requirements of higher headquarters. These training events may include such
events as qualification, and/or familiarization with weapons and weapon systems, training for a unit
ARTEP, and evaluation of the unit under ARTEP. The participation in different levels of Field Training
Exercises (FTX) in competitive marksmanship activities, and demonstrations of unit or weapons
capabilities are also training events. A list of the Training Event Codes prescribed in AR 5-13 is
provided at Appendix A.
